Background

Strengthening civil society organizations and local authorities plays an important role in inclusive and sustainable growth of the society .The project “Ensuring Participatory Decision Making Processes at Regional and National Levels by Empowering NGOs/CSOs” has been financed by the European Commission. Project aims to empower civil society organizations in 4 regions of Georgia (Mtskheta-Mtianeti; Imereti; Ratcha-Lechkhumi and Samtskhe-Javakheti), to raise public awareness on Environmental Impact Assessment procedure and improve public involvement in decision-making process. In addition, informational meetings will cover the whole territory of Georgia. The works are performed by the following non-governmental organizations: The Lead -The Greens Movement of Georgia/Friends of the Earth – Georgia”; “City Institute Georgia”; Research-Intellectual Club “Dialogue of Generations” and “Public Advocacy”.

.Scope of Work, Responsibilities and Description of the Proposed Analytical Work

The Environmental Assessment Expert will provide the project with the technical advice needed to properly manage the Environmental Assessment system at the country, in order to demonstrate legislation effectiveness and correspondence with international regulations.

In close collaboration with the project team, the Environmental Assessment Expert will undertake, in the context of these terms of reference, the following tasks related to technical review and monitoring support, quality control, and advice on EIA/SEA:

  • Day to day training of target groups on all phases of the system (what to look for; assessing criteria for EIA reports and projects and etc.);
  • Oversee and overview the technical review of submitted SEA/EIA reports, based on national environmental legislation/requirements and international best practice;
  • Participate in public discussions on EIA/SEA;
  • Support the local CSOs and initiative groups to develop the skills for participation in public discussions of EIA/SEA;
  • Guide the target groups on how to monitor the implementation of all environmental management plans that are approved by the Ministry of Environment Protection and Agriculture of Georgia, including site visits to the field and provide technical advice for better implementation or improvements. Develop procedures and/or forms as needed to support in the monitoring cycle.
  • Undertake an overall evaluation of the review and monitoring process including, but not limited to, recommendations for upgrade, lessons learnt, summary of reviews undertaken and staff trained.

Recommendations should also include the following:

  1. Recommendations and reports on EIA/SEA documents;
  2. Recommendations for amending the decree(s) and annexes as needed;
  3. Participation in development of legislative proposals and recommendations;
  4. Recommendations for amending the EIA and IEE review decisions;
  5. Recommendations for the monitoring/supervision of the EIA/SEA Environmental Management Plans;
  6. Consultations for CSOs , NGOs and initiative groups;
  7. Participation in development of roadmap on EIA/SEA legislation;
  8. Presentations on EIA/SEA procedure for various groups of the project;
  9. Comparative analysis of the local EIA/SEA legislation with the EU legislation;
  10. The Environmental Assessment Expert may undertake other duties as assigned.

Qualifications Required

Title: Environmental Impact Assessment Expert

Academic Qualifications:

  1. Advanced degree/ Masters in Environmental Management, Science, or Engineering, or a closely related field.

Years of Experience:

Relevant experience of not less than 10 years (SEA/EIA) as an expert or in environmental management;

Skills:

  1. Knowledge of EIA/SEA legislation;
  2. Knowledge and practical experience in preparation of analytic works;
  3. Strong analytical skills.
  4. Strong organizational and problem-solving skills.
  5. Ability to adapt quickly to new work environments, to establish and maintain good work relations with individuals of differing backgrounds, and to work under pressure;
  6. Fluency in Georgian and English;

Reporting

– A report of completed tasks and deliverables each month

– Timesheet days worked each month

– The Individual Consultant shall coordinate with and report to the Project Manager

  1. Scope of Work, Responsibilities and Description of the Proposed Analytical Work

Public Relations (PR) expert has  to shape and protect our project ,manage relations with

society      and initiative groups,   in ways that promote  our activities, values and mission.

She/He will  be    responsible for the following:

  • Formulate PR plans and strategies
  • Enhance the project’s visibility
  • Manage media relations and requests
  • Plan and supervise events, fairs, conferences etc.
  • Carry consultation for regional NGO,s permanently
  • Manage the network of CSO,S and initiative groups of this project
  • Present solutions in times of PR crisis
  • Evaluate and prepare the analyze  of public participation  in the discussions of  EIA/SEA
  • Ensure the proper work of the network of CSO,S  established in the framework of this project.
  • Ensure to lead thematic forums via social network
  • Lead survey initiatives and analyze public opinion
  1. Qualifications Required
  •  7 years Proven experience as public relations specialist
  • Experience in execution of PR campaigns
  • Working knowledge of MS Office; photo and video-editing software
  • Familiarity with social media platforms
  • Excellent oral and written communication skills
  • Presentation and public speaking skills
  • Proficiency in Georgia, preferably in English
  • Master degree

  1. Scope of Work, Responsibilities and Description of the Proposed Analytical Work

The media expert shall to increase NGOs/CSOs  visibility, explore options of social media and advertisement campaigns, draft a strategy for engagement with advertising houses and media agencies, including a mapping of these,  launching media and  advertising houses involvement  strategy, support in the development of web .

The  media expert will work under the direct supervision of the regional and local manager, coordinator a.i and in close cooperation with the communication colleagues in the regional office. S/he will be responsible for   project  campaigns in particular, and branding in the region.

Responsibilities/duties :

  • Establish relationship with news agencies ,including a database of contacts
  • Relationship with regional media
  • Develop informational database
  • Support and participate in the development of the regional media
  • Prepare and Copy editing of web content
  • Participate in Strategy for advocacy/outreach, including 4-5 suggested briefs for annual campaigns
  • Planning and Launching media campaign to fulfill obligation under the project.
  • Update existing media database
  • Any other tasks as required
  1. Qualifications Required

Title: Media  Expert

Education:

Masters degrees in related fields.

Experience;

  • 5 year experience in related field.
  • Experience in editing and corrections
  • Experience from working on large advertisement and media campaigns
  • Working knowledge of MS Office; photo and video-editing software
  • Experience from writing briefs, concepts and ideas for branding.
  • Experience with various media.

languages : Fluency in written and spoken Georgian, preferably English

4.Reporting

A report of completed tasks and deliverables each month

  1. Scope of Work, Responsibilities and Description of the Proposed Analytical Work

The engagement of the environmental experts is to strengthen the environment assessment capacity of target groups.

Scope of Services

The scope of service of the environmental specialists is to:

– Prepare environmental assessments in different directions (Environment, Biodiversity and Geology) for infrastructure or other projects that are implemented at the territories covered by the project;

– Make comments on the output of the environmental consulting firm/ specialist that were involved for consulting of infrastructural or other projects;

– Prepare reviews (with different cases) on the documents of environmental impact assessment procedure;

– Prepare a list of frequently asked questions during public discussions of EIA/SEA for NGOs;

– Prepare case studies on environmental impact assessment procedures for each region;

– Participation in EIA/SEA public discussions;

–  Prepare outlines of environmental issues or risks to be addressed in related projects.

–  Involve in the stakeholder consultation process with respect to environmental issues

NGO “The Greens Movement of Georgia/Friends of the Earth – Georgia” is announcing a competition on Geo-information specialist under the project “Clean up Georgia (Phase III).

Contract term: 45 days during three months.

Duties and responsibilities are:

  • To develop geo database on illegal municipal waste dumpsites of Georgia;
  • To develop thematic maps on illegal municipal waste dumpsites of Georgia;
  • To update periodically the geo database on illegal municipal waste dumpsites of Georgia;
  • To develop interactive map on illegal municipal waste dumpsites of Georgia and place it on web-page of the project “Clean up Georgia”;
  • To consult and assist the geo database users.

 Qualification requirements:

  • Bachelor’s degree as a minimum;
  • 3 years of experience in the field of geo-information system;
  • Experience in development of internet maps;
  • 3 years of experience in environmental projects.
