Green Movement of Georgia / Friends of the Earth – Georgia IKI Project: Contribution of civil society to ongoing national climate discussions Individual Expert Terms of Reference for the Study "EU Green Deal, implications for Georgia" Green Movement of Georgia / Friends of the Earth – Georgia (GMG-FoE-GE) invites individual expert to prepare under the coordination of the GMG-FoE-GE a background study that analyses the relevance of the European Green Deal for Georgian climate policy. Purpose of the study is to assist GMG-FoE-GE and its partner Civil Society Organizations (CSOs) in developing a working group Vision of a Georgian Green Deal, which would then be appropriately promoted and published as a CSO position paper and statement. The civil society actors will disseminate the proposed report and measures elaborated in various forums to promote study findings and support the Georgian Green Deal initiative in various formats and fora. Study tasks and requirements under this ToR include, but are not limited to, the following: 1. Discuss at inception with GMG-FoE-GE approaches taken by the expert in completing analytical study. 2. Analyse European Green Deal and present in a concise form the essence of this document, the results of its analysis, as well as the applicability to Georgian realities, in initial chapter(s) of the study report. 3. Review key strategic national documents of Georgia, primarily the recently approved 4th National Environmental Action Programme of Georgia (NEAP-4) and identify policy areas and action points where NEAP-4 could be considered in supportive line with the European Green Deal and/or identify critical green deal policy points missing in this and/or any other climate policy/strategic document in Georgia. 4. Formulate potential components of Georgian Green Deal providing annotated outline of the document for potential discussion with governmental and non-governmental stakeholders on the way forward in potentially proceeding with the "Georgian Green Deal", in the climate change context in particular. 5. Develop recommendations on the next steps and other matters in support of the Georgian Green Deal or equivalent initiative. 6. Whenever invited by GMG-FoE-GE to participate in the CSO working group public discussion meeting(s) presenting key findings. Prepare visually appealing presentation to share findings with governmental and CSOs in various fora. Such meeting(s) might be held during or even after the completion of the study. 7. The study should comprise around 20 pages including illustrations, presented in Georgian & translated into correct English. Study is to be reported in MS Word format with 12 Georgian and English font sizes. 8. Develop as part of the study report a concise CSO vision/position statement on "Georgian Green Deal" for discussion and agreement with partner CSOs (2-3 pages) and subsequent public dissemination. 9. Study report entitled "EU Green Deal, implications for Georgia" is to be drafted and submitted before the end of year 2022. Payment shall be performed upon submission and after taking into account any comments and/or suggestion by GMG-FoE-GE. 10. In the course of the expert will coordinate proceeding of the study with GMG-FoE-GE Chairperson, as well as with key IKI project team members (Director, Coordinator, Climate Change Officer, in particular).
