Green Movement of Georgia / Friends of the Earth – Georgia IKI Project: Contribution of civil society to ongoing national climate discussions Individual Expert Terms of Reference for review of "Climate change policies and strategies development and implementation action in Georgia" Green Movement of Georgia / Friends of the Earth – Georgia (GMG-FoE-GE) invites individual expert to prepare under the coordination of the GMG-FoE-GE a background study that analyses climate change policy documents of Georgia, such as the Nationally Determined Contribution (NDC); Climate Change Strategy for 2030 and Action Plan for 2021-2023 (CSAP) and their ongoing updates; as well as long-term avoidance and adaptation strategies, such as the Long-Term Strategies (LTS); Low Emission Development Strategy (LEDS); but also the National Adaptation Plan (NAP). Purpose of the study is to assist GMG-FoE-GE and its partner Civil Society Organizations (CSOs) forming the "Climate Change Coalition" in developing joint Position on the implementation of national policies, plans, strategies and actions, which would then be appropriately promoted and published as a CSO position paper and statement. The civil society actors will use proposed report and elaborated statements to promote study findings and support the Georgian CSO position on climate policies and actions disseminated via various formats, channels and fora. Study tasks and requirements under this ToR include, but are not limited to, the following: 1. Discuss at inception with GMG-FoE-GE approaches taken by the expert in completing analytical study. 2. Review key national long-, medium- & short-term climate change policies, strategies & action planning documents of Georgia, such as LTS, CSAP, as well as LTS, LEDS and NAP. 3. Analyse and present in a concise form in initial chapter(s) of the study report the essence of these document, the results of their analysis, as well as their validity with regard to current Georgian realities. 4. Identify policy areas and action points where above Georgian climate documents are supportive of key COP26 (Glasgow) and COP27 (Sharm El-Sheikh) decisions, or where there are missing critical elements in these or any other climate policy/strategic documents in Georgia. 5. Review current state of each policy and strategic and planning document, formulate forthcoming update actions and suggest ideas that could be advocated and supported by CSOs in their joint statement. 6. Review existing approaches and suggest which approaches could be adopted to inform forthcoming development of climate change legislation of Georgia with WFD (UK) support to Parliament of Georgia. 7. Identify planned climate actions already implemented, under implementation or in need of implementation in Georgia as of to date of this study. 8. Discuss with GMG-FoE-GE and develop how action self-tracking system could be established in Georgia, so that both responsible governmental institutions, as well as CSOs and public at large can trace the progress with climate actions on an ongoing basis. 9. Assist GMG-FoE-GE in defining and selecting 2 representative Georgian regions for which online climate change action tracking and self-reporting system could be piloted for replication at national level. 10. Whenever invited by GMG-FoE-GE to participate in the CSO working group public discussion meeting(s) presenting key findings. Prepare visually appealing presentation to share findings with governmental and CSOs in various fora. Such meeting(s) might be held during or even after the completion of the study. 11. Advise GMG-FoE-GE also on ideas related to short and informative video production on subject matter, informing the public on essential climate change documents, their function and exemplar actions implemented and/or ongoing in this respect. This can be presented as a separate memo to GMG-FoE-GE. 12. Develop recommendations on the next steps and other matters in support of the climate action. 13. The study should comprise around 20 pages including illustrations, presented in Georgian & translated into correct English. Study is to be reported in MS Word format with 12 Georgian and English font sizes. 14. Develop as part of the study report a concise position statement of the civil society regarding long-term climate policies and strategies and ongoing climate actions in Georgia for discussion and agreement with partner CSOs (2-3 pages) and subsequent public dissemination. 15. Study report entitled "Climate change policies and strategies development and implementation action in Georgia" is to be drafted and submitted before the end of year 2022. Payment shall be performed upon submission and after taking into account any comments and/or suggestion by GMG-FoE-GE. 16. In the course of the study expert will coordinate study proceeding with GMG-FoE-GE Chairperson, as well as with key IKI project team members (Director, Coordinator, Climate Change Officer, in particular).
